2010 Tier 1 Issues

HB 1328 is currently CBA's top state priority. It would create a statewide special district, that would provide funds to homeowners for energy efficiency improvement projects.
- HomeBuilders Want to Mandate How Banks Recover Debt
The Colorado Homebuilders Association has pushed a state bill that would require a lender to liquidate all collateral associated with a defaulted loan before the lender approaches a guarantor to collect owed debt.
- Credit Unions’ Vying for Public Deposits
The Credit Union Association of Colorado ran legislation in the 2010 state session that would have allowed Colorado credit unions to accept public deposits.

Mortgages - 2009
- Foreclosure Moratorium – 2009
In response to the climbing foreclosure rate of the time, Rep Ferrendino attempted to pass a well intentioned but highly flawed foreclosure moratorium bill at the close of the 2008 state legislative session. With no prior knowledge of the bill, no input given, and too short of a timeframe to salvage anything meaningful, CBA helped defeat the bill in Committee.
Direct Lending - 2009
- Government Direct Lending (State)
Three bills were being considered in the Legislature that would allow the government to become a direct lender to different parties and for different purposes. CBA opposed to all three.
